out of EU
and European Economic Area

Foreign citizens can apply and educate at the UNWE:

  1.  In pursuance of intergovernmental agreements for educational, scientific and cultural exchange;
  2.  In compliance with the Ministers Council Acts;
  3.  Under the conditions in Article 95, paragraph 7 and 9 of the Higher Education Act.

Foreigners can apply for education according to the rules and conditions for admission of Bulgarian citizens at the universities in Republic of Bulgaria, if they:
- have a status of permanent residents in the territory of Republic of Bulgaria.
- have a status of refugees;
- have Bulgarian nationality certified in accordance with Decree №103 of the Ministers Council in 1993 for implementation of educational activity among Bulgarians abroad.

Foreign citizens who apply under the conditions of intergovernmental agreements and in compliance with the Ministers Council Acts submit their application documents at the Ministry of Education, Youth and Science and are admissible according to the rules and conditions determined in the relevant Agreement and Act of the Ministers Council.

Foreign citizens who apply under the conditions in Article 95, Paragraph 7 and 9 of the Higher Education Act submit their application documents at the UNWE, Sector for Foreign Students and European Enclosures to Diplomas, office 1030, within a term till October, 1st in the year of application.

Necessary application documents:

  1. Application form (model).
  2. A copy of the document for completed secondary education and the enclosure with grades.

The minimum average performance in the document for completed secondary education on school subjects which are score forming (Mathematics, Literature, Geography, History) for the field (speciality) in which the individual applies must be no lower than 62% from the maximum value according to the system for assessment in the country where the secondary education is acquired.

  1. A document issued by a competent authority certifying that the applicant has the right to continue his/her education at the universities of the country where the secondary education is acquired.
  2.  A document for proficiency in the Bulgarian Language issued by a university in Republic of Bulgaria – for applicants who won`t pass through language and specialized preparation (it is required for applicants who will study in the fields and subfields where the education is in Bulgarian language in educational qualification degree of Bachelor).
  3. A document for proficiency in the English Language – a diploma or a certificate of:

- TOEFEL Paper - no less than 590 scores, or
- TOEFEL CBIT - no less than 243 scores, or
- TOEFEL IBT - no less than 96 scores, or
- TOEIC - no less than 780 scores, or
- IELTS - no less than 7,5 scores, or
- CAMBRIDGE CAE, CAMBRIDGE PROFICIENCY, CAMBRIDGE FIRST CER­TIFICATE - A and B grades (it is required for applicants who will study in the subfield of Economics in English language in educational qualification degree of Bachelor).

  1. Medical certificate issued within one month before the date of application and attested by the relevant authorities in the country where the person applies from.
  2.  A copy of the documents for citizenship – for applicants having a dual citizenship one of which is Bulgarian. 
  3. Two photos.
  4. A copy of the document of identity.

Documents mentioned in p.2, p.3 and p.7 must be legalized, translated in Bulgarian language and attested in compliance with the regulations of international agreements of Republic of Bulgaria with the state from where the documents are issued and if such regulations lack – under the general rules for legalizations, translations and attestations of documents and other papers.

Foreign citizens who don`t have proficiency in the Bulgarian Language learn during the first year in a preparatory course for language and specialized study on Bulgarian Language.  

Foreign citizens who don`t have a document for proficiency in the English Language can lay an exam in the presence of a Commission to be ascertained their communicating and terminological competencies necessary for education in English language. It is considered that a student has “passed” the exam only if his/her grade is no lower than Very Good 5. Applicants who have lower grades are not admitted to ranking.

Foreign citizens who don`t have proficiency in the English Language learn during the first year in a preparatory course for language and specialized study on English Language.

The training in the preparatory course for language and specialized study on Bulgarian and English Language of students approved for education at the UNWE is carried out at the Department for Language Training to St. Climent Ohridski University of Sofia.

Foreign citizens who are admitted to be students at the UNWE can continue their education in educational qualification degree of Bachelor, respectively:
- after successfully passed exams in the preparatory course for language and specialized preparation on Bulgarian Language and on specialized disciplines if the assessment from the exam on Bulgarian Language is no lower than Good 4 at level B2.
- after successfully passed exams in the preparatory course for language and specialized preparation on English Language and on specialized disciplines if the level of proficiency in the English Language corresponds to:

- TOEFEL Paper - no lower than 590 scores, or
- TOEFEL CBIT - no lower than 243 scores, or
- TOEFEL IBT - no lower than 96 scores, or
- TOEIC - no lower than 780 scores, or
- IELTS - no lower than 7,5 scores, or
- CAMBRIDGE CAE, CAMBRIDGE PROFICIENCY, CAMBRIDGE FIRST CERTIFICATE - A and B grades, or
- The Common European Framework Programme – level no lower than B2.

Fees for education of foreign students are annually determined by a Decree of the Ministers Council.

PROCEDURE ON APPLYING

  1. Within a term till October, 1st, documents for application shall be submitted at the University of National and World Economy, Sector for Foreign Students and European Enclosures to Diplomas (office 1030). Documents can be submitted personally by the applicant or by an authorized representative.
  2. After the documents are accepted they are prepared and sent within a term of one month to the Ministry of Education, Youth and Science - Directorate for Students, Doctoral Students and Postgraduate Students by the Sector for Foreign Students and European Enclosures to Diplomas in order to be implemented the procedure on the issue of certificate.
  3. After the receipt of certificate from the Ministry of Education, Youth and Science applicants are notified by the Sector for Foreign Students and European Enclosures to Diplomas that they can get their certificate personally or by an authorized representative and submit their documents for the issue of visa of type D. 
  4. Documents for the issue of visa of type D shall be submitted at the Bulgarian embassy in the relevant state where the applicant comes from and the visa can be taken from the same place. The term for the issue of visa is one month but it can also be more than a month.
  5. After the receipt of visa of type D and after the arrival in Republic of Bulgaria applicants can enroll at the Sector for Foreign Students and European Enclosures to Diplomas respectively in a preparatory course for language and specialized study or for education in educational qualification degree of Bachelor.
