Public Lecture on The Forfeiture of Illegal Property: The Bulgarian Experience

Students of Law from the university attended the public lecture on the Forfeiture of Illegal Property: the Bulgarian Experience organized by the Economic Sociology Department and the Legal Faculty. The guest lecturer was Plamen Georgiev, Chairman of the Commission on Forfeiture of Illegal Property.

The lecturer presented the independent specialized state body and examined the road from the idea and deficits in the criminal law to the legal framework regulating the activities. He reviewed the civil confiscation in our country as well as in other countries of the European Union, specified the models and outlined in details the English experience.

By specific data Plamen Georgiev outlined also the situation in our country, pointing out that the Commission established in 2012 had already conducted 5 proceedings and a dozen more had been in progress. The lecturer pointed out that all the persons possessing 250 000 BGN for a period of ten years ago had become a subject to a full examination by the Commission on Forfeiture of Illegal Property. He also commented on the procedures of property freezing, ascertaining the irregular source of proceeds, checking the person and his relatives by the comprehensive economic analysis, etc.

In our country there is a serious lack of justice and by the mechanisms and system of instruments that we have the Commission on Forfeiture of Illegal Property can really do a lot, emphatically said Plamen Georgiev.
