Minister Tomislav Donchev: Doctrina Multiplex, Veritas Una

Didn`t you have the sense that during the longer “academic hour” there wasn`t a minister speaking to you but an interesting professor, turned to the students at the Maxima Aula the Rector of UNWE Prof. D.Sc.(Econ.) Statty Stattev at the end of the meeting with Tomislav Donchev, Minister on the European Union Funds Management. Two are the main virtues of the good lecturer: super professionalism and love to young people, confirmed Prof. Stattev the validity of dignities mentioned also by the Minister. In the meeting – discussion with Tomislav Donchev on the European Funds and Economic Development of Bulgaria which was organized by the Public Administration and Regional Development Department participated students, lecturers and a lot of guests.

Statty Statev defined the Minister as one of the most valuable friends of the university and its serious supporter. He outlined the actuality of the topic discussed during the meeting and the success of the Minister on putting the European Union funds to use. Clever people become bankers and less clever ones- politicians, cited the Rector a statement of Tomislav Donchev featuring him “as a politician and also as a banker because he holds the key of the cash-box with the European money”.

A civil task is to have minimum understanding of the process. It is valid especially about the academic circles, outlined the Minister Donchev. He did an analogy between the management of the European funds and the Argentinian tango as he pointed out that a few people could dance it well and the harmony and rhythm with the partner had paramount importance also in the investment. European investment is accepted already as some kind of cash but what is the logic, the meaning of the European money, asked the audience the Minister Donchev and he summarized the answers: ”One thing is for sure, it is an investment process”.

In a dialogue with students the Minister also examined the negotiations about the financial framework during the period 2014 – 2020, reforms in the politics on bringing the views closer and their main effects, money from the structure funds and the cohesion fund, etc. He outlined the realities about our country whose GDP per capita was 45% of the average one in the European Union and he also said the country had stable public finance but low labour efficiency, high energy efficiency of the output but low expenditures for scientific research activity. Tomislav Donchev rated by a five-degree scale the priorities for financing approved by the European commission: increase of participation at the labour market through an improved employment, social incorporation and educational politics; business environment favourable for innovations; modern infrastructure for growth and work places; energy appropriate economy effectively using the resources; strengthening of the state administration capacity and the judicature management. In a discussion with students the Minister reviewed also the transition from the national benefits of a project to the shared benefits for the whole European Union.

The Rector of UNWE Prof. D.Sc. (Econ.) Statty Stattev bestowed Honorary diploma to Tomislav Donchev for his high professionalism and effectiveness in putting the European Union funds to use, statesmanship honesty and personal respect to the academic values and the UNWE. Prof. Stattev announced that he and the Minister Donchev had agreed about student internships and practices at the ministries working on putting the European Union funds to use as well as about Master`s degree in that field.

„Doctrina multiplex, veritas una“ wrote in the Golden Book of UNWE the Minister Tomislav Donchev and wished that the meetings at the UNWE continue being “in the mode of bilateral usefulness” as they have always been.
