Academic Discussion about Ethics in The Bulgarian Legal System

Two days National Conference on Ethics under the title Ethics in the Bulgarian Legal System was opened at the Large Conference Hall of the university. In the Forum organized under the patronage of the Rector of UNWE Prof. D.Sc. (Econ.) Statty Stattev have participated representatives of seven universities, the Institute for Study of Societies and Knowledge at Bulgarian Academy of Science (ISSK-BAS), the Ministry of Justice, the Sofia Bar Association as well as Angel Marin, Vice-President of the Republic of Bulgaria from 2002 till 2012 and Dr. Natalia Kiselova, Legal Adviser to the President Rosen Plevneliev. The Eight National Conference on Ethics was organized by the Political Economy Department of UNWE and ISSK-BAS.

It is the traditional Conference on Ethics which has been annually held since 2004 so far, outlined Prof. Veselka Pavlova, Vice-Rector of the university. She greeted participants on behalf of the Rector of UNWE Prof. D.Sc. (Econ) Statty Stattev and she also stood out the wide academic presence at the Forum and two days programme full of reports. Prof. Pavlova outlined that recently UNWE has again obtained the highest assessment in the institutional accreditation of universities in the country and pointed out that the Eight Conference on Ethics was the consecutive evidence for the research activity and the wide scientific range of the university.

The topic is exclusively important and requires interdisciplinary approach. The Conference is a good opportunity to be consolidated in this direction the joint efforts and competent opinion of many professionals – jurists, philosophers, sociologists, historians, outlined Assoc. Prof. D.Sc. (Soc.) Rumiana Stoilova, Director of the Institute for Study of Societies and Knowledge. Ethical knowledge is the easily recognizable face of philosopher`s community, pointed out Assoc. Prof. Stoilova.

Corr. Mbr. D.Sc. (Phil.) Vasil Prodanov paid special attention to the academic discussion in his greeting speech. He outlined that it was extremely necessary to be optimized the morals and rights as main systems for regulation of society and the discussion was namely in the context of the regulative mechanisms improvement and the relations between the moral and law as regulative systems. 

The collection from the Seventh National Conference on Ethics was presented by Assoc. Prof. Dr. Valentina Dramalieva, Member of the Conference Organizing Committee. She gifted that issue and the issue from the Conference in 2010 to Angel Marin. At the Publishing Complex of UNWE will be printed also the collection from the current Forum.

The purpose of the Conference was to be analyzed and discussed the main ethical issues of Bulgarian legal system, to be revealed the role of the moral regulator for the reform, strengthening and supporting of the law in the situation of radical reforms in the economic and political system in our country as well as to be analyzed the opportunities of law as a guarantor and stimulator of the moral in society.

In his report on the Reprieve As a Chance in Borrow, Angel Marin shared some viewpoints about the reprieve from his practice over the last 10 years as a Vice-President. Ethics and Judiciary, Different View on the Strategy for Continuation of Judicial Reform in the Conditions of Full Membership in the European Union was the topic of the report of Natalia Kiselova, Doctor of Law and Legal Adviser to the President Rosen Plevneliev.
