The UNWE General Assembly Gave High Assessment for the Work of the Rector

The General Assembly of the University of National and World Economy unanimously adopted the Rector`s Annual Report on the status and results of UNWE activity for the period December 2021 - December 2022 and gave high assessment for the work of the Rector.

The Rector Prof. Dr. Dimitar Dimitrov welcomed the delegates to the General Assembly pointing out that there had not been held an attendance session of the General Assembly for three years. He reminded that the election of the Rector of UNWE was held on 18 December 2019 and by the day of the current General Assembly it turned to be exactly 3 years and one day of his mandate as Rector.

In his speech Prof. Dr. Dimitar Dimitrov made several important accents to show the change, starting symbolically with the successfully completed construction of the newest campus of UNWE, because of the expectation that it could have led the university to bankruptcy. As a second important highlight Prof. Dimitrov showed the increase of income not only for the lecturers but also for the employees. Over the reviewed 10-year period the only significant increases were realized during his mandate period - a 35-40% increase by the end of 2022. In total, the salaries of lecturers and employees were raised 4 times during his mandate and the additional material stimulation have also been increased. Prof. Dimitrov spoke about the academic activities and remided the intensive measures taken after the reduction of the state order by 40% in 2020 to keep the students at the 2018-2019 levels as well as the successfully implemented projects which are actually the external funding of the UNWE. He also did not miss the topic about the Student Policies and the good interaction with the Student Council, the improved material and living conditions and the hard work for raising the authority of UNWE.

In conclusion of his speech the Rector Prof. Dimitrov outlined two priorities that the UNWE should develop. One is the research and publishing activity, and the other is the internationalization - in research, in teaching and in attracting foreign students and lecturers.

Prof. Feschian pointed out that during the reporting period the Control Council had worked to fulfill its functions as a guarantor of the legality of the acts of the governing bodies of the University and the actions of its academic staff, undergraduates and doctoral students: "In its work, the Control Council has always been guided by its experience and best practices in control activities and by the basic principles it upholds - legality, objectivity, fairness and publicity", said Prof. Feschian and divided the work carried out by the Control Council during the reporting period and its results into two areas.

The first area of work is related to the implementation of the legality control obligations on which over 40 controls were reported. In the second area, the organization of control activities, the Control Council reports that additional methodological materials have been developed and made available for use in relation to the meetings of the collective bodies and the conduction of elections. The new provisions in the organization and conduction of elections concerning control activities have been systematized. During the reporting period, the Control Council focused its efforts on the prevention. "Thank you for your confidence and positivity", said in conclusion the Chairperson of the Control Council.

The supreme forum of UNWE unanimously adopted the prepared changes in the rules for election of bodies in the "Constitution" of UNWE. They were reported by Assoc. Prof. Dr. Valchin Daskalov, Secretary General for Internal Acts of UNWE. He explained that by the recommendation of the Minister of Education and Science, the internal rules for the election had to be reviewed so that it could be voted only for one candidate.

In his speech the Chairman of the General Assembly Prof. Dr. Lalko Dulevsky emphasized: "The pandemic has brought many challenges, but it also taught us to work online, to use new methods and to be innovators both as a university and as individuals. In the world of human life there is nothing greater and more sacred than interpersonal human relationships”. Prof. Dulevski appealed for a responsible attitude and explained the importance of the discussed changes in the Rules of UNWE Activities and the rules for the election of UNWE bodies.

Prof. Dr. Eng. Lilyana Valcheva as well as the Deputy Chairmen of the General Assembly Prof. D.Sc. Pencho Penchev and Prof. Dr. Emil Asenov.

The Mandate Committee, chaired by Prof. Dr. Snezhana Basheva, announced the legitimacy of the quorum.
