Scientific Forum on The Present and Future of Strategic Planning

 “The Marketing and Strategic Planning Department has always been a generator of new ideas and significant events in the scientific research activity. Today`s Forum is the consecutive confirmation of this”, outlined at the opening of the Conference on the Strategic Planning and Programming: Present and Future the Rector of UNWE Prof. D.Sc. (Econ.) Statty Stattev. At the scientific event organized by the Marketing and Strategic Planning Department attended representatives of the academic community from many universities in the country, the Ministry of Economy and Energy, National Insurance Institute, Bulgarian Academy of Science and students.

In his welcoming speech Prof. D.Sc. (Econ.) Statty Stattev emphasized on the serious approach and genuine desire to be sought answers to important and current issues in the field of strategic planning and programming of the national economy and the European Union development, the regional and company strategic planning and programming. The Rector outlined that as worthy followers of Acad. Evgeny Mateev the scientists from the Department had respected his research principles: practical purposefulness, scientific persuasion and argumentation. He expressed his confidence that the reports and discussions at the Forum would contribute to the theory of strategic planning and programming, would outline the key issues of its present and future and would assist the development of that very important issue. Guarantee of this is the actuality of the themes discussed in the Conference and the prestigious researchers who participate in it, said Prof. Stattev.

I am impressed by the actuality of the issues that is going to be discussed: freedom and creativity in the development of national and sector policies, new principles, methods and approaches in the elaboration of plans and programmes, the interaction between the public administration and the academic and scientific research structures, regional strategic planning and programming, corporate planning under uncertainty and as a continuous process, outline in her speech Prof. Dr. Veselka Pavlova, Vice Rector of UNWE. She pointed out that the researchers from the Department had worked in harmony with the modern issues waiting their theoretical answers to build a bridge between the science and the practice. As Head of the Statistics and Econometrics Department she expressed thankfulness also for the exclusively successful long-term partnership with her colleagues from Marketing and Strategic Planning Department.

The topic of the Conference was determined as an extremely actual also by Krasin Dimitrov, Deputy Minister of the Economy and Energy, alumnus of UNWE. In his presentation structured in three parts he examined the strategy of the economic development of Bulgaria. Dimitrov reviewed the situation in various European countries and made some basic conclusions from the analysis and structure of the Bulgarian economy and six countries from the European Union. He also outlined the eight priority areas in the national development programme – qualification of the workforce, the regional development, agricultural sector, innovations, the export-oriented industries, etc. The Deputy Minister examined in details the measures undertaken to be created a better business environment, the taxes and social insurance as he highlighted the key challenges facing our national economy in the period up to 2020.

The main thematic fields of the reports and discussions in the Forum were organized in three plenary sessions: Strategic Planning and Programming of National Economy and European Union Development, Regional Strategic Planning and Programming and Strategic Corporate Planning and Programming. By reports in Conference participated also academic representatives from the Economic University of Varna, St. Climent Ohridski University of Sofia, the New Bulgarian University, the University of Forestry, the Technical University of Gabrovo, the University of Chemical Technology and Metallurgy, Saints Cyril and Methodius University of Veliko Tarnovo, etc.
