Meeting – Discussion with The National Ombudsman Konstantin Penchev

A meeting-discussion with the Ombudsman of the Republic of Bulgaria Konstantin Penchev was organized by Themis Union for Judicial Development at Legal Faculty. The Ombusman Figure in the Legal System of the Republic of Bulgaria was the title of the announced theme which the lecturer filled out and added with a comment on the actual political events in the country. Students on Law from the university had the opportunity to participate in a peculiar legal forum and to discuss with the national Ombudsman some specific statutory conditions and legal cases. The meeting was led by Assoc. Prof. Dr. Jivko Draganov, Vice-Dean of the Legal Faculty of UNWE.

In the beginning of his speech Konstantin Penchev outlined the Ombusman role as a defender of people`s rights and protector of the public interest. Citizens looking for their social rights most frequently had posed issues about the public services (heating-supply, water-supply, electricity-supply, mobile services), the territorial planning, ownership, administrative service, health services, education, etc., pointed out the Ombusman.

Students audience

Konstantin Penchev answered the numerous questions related to the so called “street requests”, civil society, monopolies, the necessary reforms. “Citizen always had the right” and “now we need working institutions”, outlined the jurist. He formulated some suggestions related to the decrease of electricity bills, conclusion of individual agreements with the heating firms, dropping out the building installation fee, etc.
