Project ReSoLVE – Regional Strategies for Learning, Validation and Education

“Long life learning is the strongest relation between the university science, education and real practice. Our ambition is to be more effective in this process and the evidence is the result achieved in the current project”. These were the words the Rector of UNWE Prof. D.Sc. (Econ.) Statty Stattev turned to the participants and guests in the Closing Conference at the Grand Hotel Sofia on the project ResolVE - Regional Strategies for Learning, Validating and Education. The project was implemented by the direct financial support of the European Commission on the Long Life Learning Programme. The main partner in the project was the Institute for Postgraduate Studies at UNWE. A Project Coordinator was the National Agency for Professional Education and Training and the other partners were the Institute for Preparation of the International Organizations Employees, the Confederation of Labour Podkrepa and Varna Municipality.

The main project objective by the words of the Project Coordinator Mr. Lyudmil Kovachev, Executive Director of the Institute for Preparation of the International Organizations Employees, is doing a complex instrument of methodologies, matrix, handbook, guidance books and other aid books which can allow the Bulgarian municipalities and regional administrations to elaborate independently their strategies for development of long life learning and meanwhile to stimulate the process of validation of previously acquired knowledge and skills by the citizens of the relevant territory.

Assoc. Prof. Dr. Ivan Stoichev, Director of the Center on Economics and Management at the Institute for Postgraduate Studies, presented both main instruments made for the elaboration of local strategies for long life learning – the packet of methodologies and the packet of logical matrices.

Assoc. Prof. Dr. Tatiana Daskalova, Director of the Center on Facultative Education at the Institute for Postgraduate Studies, presented the Handbook for Validation of Knowledge, Skills and Competencies Acquired by Informal Education and Independent Learning.

In the expert team of the Institute for Postgraduate Studies at UNWE on the project worked also Prof. Dr. Veselka Pavlova, Assoc. Prof. Dr. Daniela Ivanova and Assoc. Prof. Dr. Marcho Markov.

The topics discussed in the Conference are exclusively important in the context of the Europe 2020 objectives and development of Bulgaria on the platform for intelligent, sustainable and uniting growth.

The main results achieved beside the ones presented from both experts are: an analysis of the existing policies and practices at European, national and local level; a project of a regional model for validation of previously acquired knowledge and skills by the citizens of the relevant territory; the elaboration of ten pilot local (regional) strategies for long life learning – eight municipal and two regional.

During the project are implemented many practical seminar trainings of representatives of municipal and regional administrations from all six regions of economic planning which has proved that the Bulgarian administration has a capacity to elaborate strategic documents on application of the policies for long life learning.
