Smart budget concept

Abstract

The role and scope of public services provided by the state has been changing since its establishment. The different stages of formulation resulted in different public administration systems reflecting mainly the citizens’ expectations. This paper presents the evolution of public finance management and state accounting systems and the background of the changes based on international and Hungarian examples. Subsequently, the measurements of domestic public finances in the recent decades are analysed focusing on the evergreen problems faced. Finally a disruptive blockchain-based-solution is presented emphasising the potentials lying in applicability for public finance.
