Офисът за управление на проекти като средство за повишаване на проектната култура

Резюме

Статията разглежда клю­чови въпроси, свързани с повишаването на проектната култура в организация­та и подобряване на резултатите от проектното управление чрез формира­нето на Офис за управление на проек­ти. Приведени са редица свидетелства в тази насока, получени от проведено през периода декември 2024 г. – юли 2025 г. изследване, имащо за цел да ус­танови валидността на утвърдените елементи на проектната култура и тяхното влияние върху резултатите от проектното управление. Основен фокус е поставен върху ефекта от формирането на офис за управление на проекти върху представянето на организацията при реализацията на проектната дейност. Резултатите от проучването показват, че създа­ването и функционирането на такъв Офис не само подобрява изпълнението на проектите, но и осигурява натруп­ване и трансфер на знание, развива познанията на проектните екипи от­носно методологията за управление на проекти. Също така, проектният Офис се идентифицира като важен фактор за организационната ефективност, за изпълнението на стратегиите и за ус­пешното постигане на целите на ком­панията.

The Project Management Office as a means of enhancing project culture

The article examines key issues related to increasing project culture in the organization and improving project management results through the formation of a Project Management Office. A number of testimonies in this direction have been cited, obtained from a study conducted during the December 2024 – July 2025 period and aimed at establishing the validity of the established elements of the project culture and their influence on the results of the project management. The main focus is placed on the effect of the formation of a project management office on the performance of the organization in the implementation of the project activity. The results of the study show that the creation and functioning of such an Office not only improves the implementation of projects, but also ensures the accumulation and transfer of knowledge, develops the knowledge of project teams regarding the project management methodology. Furthermore, the Project Office is identified as an important factor for organizational effectiveness, for the implementation of strategies and for the successful achievement of the company’s goals.
