Application Conditions

Foreign citizens from countries that are not part of the European Union and European Economic Area can apply at the University of National and World Economy – Sofia (UNWE), and educate in Master's Degree Programs at their own expense (Art. 95, Para 8 and 10 of the Higher Education Act). The deadline for document submission at the UNWE is until 30.06.2025 (for enrollment in the winter semester) or until 23.10.2025(for enrollment in the summer semester)*.

* There are no Masters programs taught in english for summer semester.

Foreign citizens can apply and study at the UNWE:

In pursuance of inter–governmental agreements for educational, scientific and cultural exchange;
In compliance with the Ministers Council Acts;

They should submit their admission documents at the Ministry of Education and Science. They are admissible according to the rules and conditions determined in the respective Agreement and Act of the Ministers Council. Applicants can register and attach documents in the electronic application platform: https://higher-edu-app.mon.bg/

Foreigners can apply to study also according to the rules and conditions for admission of Bulgarian citizens at the universities in the Republic of Bulgaria, if they:

- are citizens of the Member States of the European Union and the European Economic Area;

- have a permanent resident status in the territory of the Republic of Bulgaria;

- have a refugee status;

- have Bulgarian nationality certified according to the rules in Decree №103 of the Ministers Council from 1993 about the implementation of educational activity among Bulgarians abroad.

4. A certificate of proficiency in Bulgarian issued by a university in the Republic of Bulgaria – for applicants who won`t pass through specialized preparatory language courses (it is required for applicants who will study in the programs taught in Bulgarian);

5. A certificate of proficiency in English at a level not lower than B2 on the Common European Framework Programme (it is required for applicants who will study in the programs taught in English);

Foreign students whose higher education is conducted in English do not require a proficiency in English.

6. A copy of the documents for citizenship – for applicants having double citizenship the one of which is Bulgarian;

7. Two photos – format 3.5x4.5 sm.

8. Document for paid administrative fee for Recognition of the level of higher education in foreign universities – BGN 390,00

9. One copy of the full set of application documents.

Documents mentioned in p. 3 must be legalized, translated into Bulgarian and certified in compliance with the regulations set out international agreements of the Republic of Bulgaria with the state where the documents were issued from and if there is no such regulations – under the general rules for legalizations, translations and certifications of documents and other kinds of papers.

Preparatory Language Course

If the foreign citizens don`t have proficiency in the language in which they will study the relevant program, they should be trained during the first year in a preparatory language courses.

The training of foreign students in the preparatory language courses (on Bulgarian and English) is carried out by the Language Training Department to the St. Kliment Ohridski University of Sofia.

Foreign citizens, admitted for students at the UNWE, can continue their education in the first year of Master's Degree Programs as follows:

- after they have successfully taken their exams on Bulgarian and specialized disciplines in the preparatory course for language and specialized training if the assessment from the exam on Bulgarian is no lower than Good 4 at level B2;

- after they have successfully taken their exams on specialized disciplines and English in the preparatory course for language and specialized training if the level of proficiency in English corresponds to the Common European Framework Programme – level no lower than B2.

Application Procedure

Application documents should be submitted until 20.06.2025 (for enrollment from the winter semester) or until 24.10.2025 (for enrollment from the summer semester) at the International Students Division (Central Lobby), personally by the applicant or by an authorized representative.

For applicants who has completed their higher education at the foreign university there is a procedure for recognition of higher education degree which is carried out before the procedure for the issue of certificate from the Ministry of Education and Science. Documents, submitted by the applicant are sent to the National Center for Information and Documentation (NCID) under the Ministry of Education and Science in order to verify the statute of the foreign university, as well as the authenticity of the Diploma.
After the response from the NCID has been obtained, the documents that meet the requirements should be considered by the UNWE Committee for recognition of acquired higher education and completed periods of studying at the foreign universities. The Rector of the UNWE makes a decision, concerning the recognition of the relevant degree of higher education, acquired aboard, for the purpose of further education, based on a report from the Committee.
When the procedure of recognition of the respective degree of higher education is completed, the International Students Division uploads the documents of applicants to the Ministry of Education and Science – Higher Education Directorate in order to issue a certificate.
After the certificate from the Ministry of Education and Science is ready, the International Students Division notifies the applicants that they can get their certificate personally or by an authorized representative and should submit their documents for a visa “D”.
Documents for a visa “D” should be submitted at the Embassy of the Republic of Bulgaria in the country where the applicant comes from. Issuing of visa “D” may take about a month or more.
Foreign student will be enrolled, respectively for a preparatory course in language and specialized training or for education at the Master's degree program, after Rector’s decision, concerning the recognition of the relevant degree, for the purpose of further education, and after they have received a visa "D" and have arrived in the Republic of Bulgaria. The enrolment take place at the office of International Students Division.

Official note for the equivalence of grades in the score-forming subject issued by the National Centre for Information and Documentation (NACID) in the Republic of Bulgaria; (When the document certifying completed secondary education in a foreign school does not contain subjects with grades and/or when equivalence of grades from additional documents (academic transcript, certificate, appendix, etc.) is necessary for applying to higher education institutions, an official note is issued for their equivalence.
The minimum average grade from the subjects in the diploma for completed secondary education that form the admission score (mathematics, literature, geography, history) for the specialty applied for must not be lower than 62 percent of the maximum value under the grading system used in the country where the secondary education was obtained.)
document certifying proficiency in Bulgarian language issued by a higher education institution in the Republic of Bulgaria – for candidates who will not undergo language and specialized training (for candidates applying for a program taught in Bulgarian in the “Bachelor” degree);
certificate of English language proficiency corresponding to at least level B2 of the Common European Framework of Reference for Languages (for candidates applying for a program taught in English in the “Bachelor” degree);
Foreign citizens from countries where English is the official language and/or whose secondary education was conducted in English and who do not possess a certificate are admitted based on the grade in “English language” in their diploma.
copy of citizenship documents – for candidates with dual citizenship, one of which is Bulgarian;
copy of an identity document;
two photos – size 3.5?4.5 cm;
Document for paid administrative fee for submitting documents – 60.00 BGN.
Copies of the entire set of educational documents – 1 copy.
Documents under items 2 and 3 must be legalized, translated into Bulgarian, and certified in accordance with the provisions of international treaties between the Republic of Bulgaria and the country where they were issued, and in the absence of such treaties – according to the general procedure for legalization, translation, and certification of documents and other papers.

1. For applicants who graduated secondary education abroad, before the procedure of issuing a certificate from the Ministry of Education and Science for a visa “D”, they have to go through procedure of recognition of their high-school diploma by the Regional Department of Education in Republic of Bulgaria. An application for this procedure should be submitted personally by the applicant or by an authorized representative at any RUO in Bulgaria . After completing the procedure RDE issued a certificate for recognized secondary education graduated abroad.

2. After admission of the documents by the International Students Division, they will be arranged and sent within the term to the Ministry of Education and Science – Higher Education Directorate in order issue a certificate.

3. After the certificate from the Ministry of Education and Science is ready, the International Students Division notifies the applicants that they can get their certificate personally or by an authorized representative and should submit their documents for a visa “D”.

4. Documents for a visa “D” should be submitted at the Embassy of the Republic of Bulgaria in the country where the applicant comes from.

5. After getting a visa “D” and applicants arrival in Bulgaria, they should enroll at the International Students Division, respectively for a preparatory course for language and specialized training or for education in Bachelor's Degree.

Documents for applicants admitted under the rules in Decree № 103/1993 and Decree № 228/1997 of the Ministers Council:

- A certificate issued by the Ministry of Education and Science – receivd fromthe online application platform at the Ministry of Education and Science;

- application documents submitted to the Ministry of Education and Science:

An original and notarized copy of the Diploma for completed higher education;
An original and notarized copy of the Appendix to the Diploma for higher education and an original and notarized copy of the European Appendix to the Diploma (if the student has such Appendix);
A notarized copy of the Certificate of Birth;

- A copy of the Diploma for completed secondary education and an original for verification;

- Two photos (3.5х4.5см.);

- A document for a fee paid - for the ones adopted by the order of Decree № 228/1997 of the Ministers Council;

- Students enrolled in full-time studies are issued an electronic student book (plastics). A fee is BGN 10.

The notarized copy of the Diploma for higher education and the Appendix to it except the European Diploma Supplement must be legalized, translated into Bulgarian and certified in compliance with the regulations of international agreements of the Republic of Bulgaria with the state where the documents are issued from and if such regulations lack – under the general rules for legalizations, translations and certifications of documents and other kinds of papers.

The enrollment of students admitted by the Ministry of Education and Science to study in the Educational Qualification Degree of Master after completed Bachelor`s degree (at the foreign universities) under the rules in Art.4, Para1 of Decree № 103/1993 of the Ministers Council can be done after completed procedure of recognition of the higher education degree acquired abroad. It is necessary to fill in an Application Form (download).

The procedure includes:

- Verification of the statute of the educational institutions issued the Diplomas for completed higher education;

- Verification of the authenticity of the Diplomas for higher education;

The verification is cerried out by the National Center for Information and Documentation to the Ministry of Education and Science.

After a response from the National Center for Information and Documentation has been obtained, the documents meeting the requirements should be considered by the UNWE Commission of recognition of acquired higher education and completed periods of studying at the foreign universities.

The Rerctor decides on the recognition of the relevant degree of higher education acquired aboard for the purpose of continuing education at UNWE, based on a report from the UNWE Commission on recognition of acquired higher education and completed periods of studying at the foreign universities.

The implementation of the procedure on recognition of acquired higher education at the foreign university takes at least one moth which means students should arrive in Bulgaria and submit their documents no later than two weeks after the beginning of the academic year.

Legilization for abroad

Successfully graduated students obtain a Diploma for higher education for Educational Qualification Degree of Bachelor or Master. On request they obtain also a European appendix to the Diploma.

Diplomas are handled at an official ceremony at the Ceremonial Hall.

For submission of the Diploma abroad it is necessary an APOSTILLE legalization. As of 1 January 2017, the activities for issuing the certificate "APOSTILLE" of educational and certification documents issued by higher education institutions are carried out by the National Center for Information and Documentation (NACID).
