Lecturer from the UNWE Participated in the International Commission on Accreditation of Vocational Training Programme for Administration in France

Prof. Dr. Polya Katsamunska from the Public Administration Department took part in the Expert Commission on International Accreditation of Training Programme for Local Government Administration Directors in France. The Training Programme is held by the Institut National des Etudes Territoriales (INET), Strasburg, at Centre National de la Fonction Publique Territoriale (CNFPT), Paris, France. The Programme is worked out and implemented in three stages and duration of 18 months. The local government administration in France covers about 2 millions of civil servants.

Local government level has been established by the law since 1984 and three years later a national institution for vocational training of local government administration has been established again by the law - Centre National de la Fonction Publique Territoriale (CNFPT), Paris, France. It should be responsible for the vocational training of officials who occupy positions of managerial functions in the local administration of municipalities having population of over 40 000 people. The Centre National de la Fonction Publique Territoriale (CNFPT), Paris has established an independent internal unit - Institut National des Etudes Territoriales (INET) seated in Strasburg since 1997 which should organize and implement the training.

 The International Expert Commission visited the Institut National des Etudes Territoriales (INET), Strasburg and the Centre National de la Fonction Publique Territoriale (CNFPT), Paris. The Commission was comprised of four members, two members from both international organizations: Prof. Allan Rosenbaum (Florida International University, USA) and Prof. Polya Katsamunska (UNWE, BG) from the International Commission on Accreditation of Public Administration Education and Training Programs (ICAPA) at IASIA as well as Prof. Theo van der Krogt (University of Twente, the Netherlands) and Prof. Herwig Reynaert (Ghent University, Belgium) from the European Association for Public Administration Accreditation (EAPAA).
