Lecture on The Health Policy and Health Management – Challenges of The Reform

In the consecutive edition of the initiative entitled Open Semester the Public Administration Department organized a lecture on the Health Policy and Health Management – Challenges of the Reform. Guest-lecturer was Prof. Dr. Petko Salchev from the National Center for Public Health and Analyses (NCPHA) at Ministry of Health.

During the lecture

Prof. Salchev is one of the most eminent experts in the field of health policy, presented the lecturer Prof. Dr. Evgenia Delcheva from the Public Administration Department. He has worked at the Social Medicine and Health Management Department to the Medical Academy and he has been Director of Queen Joanna University Hospital as well as Deputy Minister of Health (2003 – 2005) and has an appointment at the Macroeconomic Section of the Economic Research Institute to the Bulgarian Academy of Science (BAS), etc.

In his presentation the lecturer outlined three major topics: theoretical formulations of health policy and management, health as a system and challenges of the reform. He examined the instruments applied in the health policy, base structure and its descriptive and prescriptive part, types of priorities, approaches for their determination, etc.

Prof. Salchev formulated the strategic tasks in the field of health, examined the mechanisms of authority, major categories of health policy, approaches for determining the strategic objectives and policy, etc.
